In order to thoroughly implement the policy of tax reduction and fee reduction of The State Council, implement the task of "six stability" and "six guarantees", continue to optimize the business environment at ports, and reduce the burden on enterprises, the General Administration of Customs has decided to adjust the supervision requirements of some inbound and outbound goods, and now announces the relevant matters as follows:
1. Abolish the regulatory requirements of providing pest quarantine reports when entering cultivation media for quarantine approval and sending samples for risk assessment for the first time。
2, outbound feed and feed additive production enterprises, import countries or regions without registration requirements, exempt from customs registration。
(3) Eliminate the regulatory requirements for outbound aquatic animal farms to provide water quality monitoring reports and entry aquatic animal quarantine farms to provide health certificates for staff。
Fourth, cancel the supervision requirements of providing self-inspection certificate for export food declaration, and instead provide a statement of quality conformity。
5. Cancel the regulatory requirements for submitting fruit toxic and harmful substances testing records to the local customs when registering outbound fruit orchards and packaging factories。
6. To remove the regulatory requirement for vegetable production and processing enterprises for Hong Kong and Macao to submit water quality test reports for production and processing water to the local customs when filing records。
7. Abolish the regulatory requirements for enterprises to submit documents, shipment lists and factory qualification certificates for Hong Kong and Macao vegetable processing raw materials during customs declaration。
8. Cancel the regulatory requirements for export production enterprises to conduct self-inspection of raw materials used in meat and aquatic product processing。
9. The supervision requirements on the consignee or his agent to submit the certificate of origin of imported aquatic products to the customs at the port of import shall be abolished。
Remove the regulatory requirement that feed from export aquaculture farms come from feed processing plants registered with customs。
10, the import of cosmetics in the customs clearance procedures should be declared to obtain the approval of the import of cosmetics health license approved by the relevant competent authorities of the state, exempt from submitting the approval certificate。
For cosmetics that have not been implemented by the state for health licensing or filing, the regulatory requirements for providing relevant safety assessment data on substances that may have safety risks issued by relevant qualified institutions are cancelled, and product safety commitments are required。
Cancel the regulatory requirements for the implementation of record management of export cosmetics manufacturers。
This announcement shall come into effect as of the date of promulgation。
